Location:
Select Patrol Cosmodrome on Earth. After landing, drive right to the hole in the building and follow the path until you reach the Divide, now drive straight forward to the next area called Rocketyard and follow the way to the Devils' Lair Strike area. When you reach the Devil Walker area, turn left and go down stairs, Wolf Enforcer is in front of a building.
