The Inner Circle is a level 20 Legendary Emblem. The Inner Circle can be obtained from Special Orders NPC in the Tower after playing the last 4 out of 6 Bungie games. The last 6 Bungie games are Halo 1 PC, Halo 2, Halo 3, Halo 3 ODST, Marathon: Durandal, and Halo Reach. You also need to have your Bungie account linked to your Xbox or PS account..
