Cloak of the Rising is a level ?? Exotic Hunter Cloak. Cloak of the Rising can be obtained by purchasing it from the New Monarchy Vendor if you have sufficient Rank with the New Monarchy. When players are wearing the Cloak of the Rising, all of their Vanguard and Crucible reputation points gains become New Monarchy reputation gains.
