Choose Patrol Cosmodrome on Earth. After landing, drive right to the Hole in the building, follow the path until you reach the Area called The Divide, here you go to the right to the target area called The Breach. Wanted Enemies are deeper in this Area, follow the path until you reach a small bridge, behind the bridge are the 3 Tracer Shanks for the Bounty.
